Duties Description
New York State Psychiatric Institute is recruiting a Human Resources Specialist 1 to performance a variety Human Resources functions including recruitment, employee benefits, health and safety, and labor relations. Candidates from outside or within State Service can apply.
As a Human Resources Specialist 1, you will work in New York State Psychiatric Institute Human Resource Office and your duties will include:
- Preparing employment transactions in accordance with Civil Service Law
- Reviewing and preparing requests for new positions, reclassifications, and increases in minimum hiring rates
- Developing recruitment strategies
- Corresponding with potential applicants about job opportunities
- Counseling employees as needed
- Overseeing the administration of time and attendance rules
Minimum Qualifications
Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program as a Human Resources Specialist 1 if they have six (6) years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
Substitution: An associate's degree can substitute for two (2) years of specialized experience; a bachelor’s degree can substitute for four (4) years of experience; a master’s degree in a related field can substitute for five (5) years of experience; and a doctorate in a related field can substitute for six (6) years of experience.

Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program as a Human Resources Specialist Trainee 1 if they have four (4) years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
Substitution: An associate's degree can substitute for two (2) years of specialized experience; a bachelor’s degree can substitute for four (4) years of experience; a master’s degree in a related field can substitute for five (5) years of experience; and a doctorate in a related field can substitute for six (6) years of experience.
To be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 2-year traineeship.

Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program as a Human Resources Specialist Trainee 2 if they have five (5) years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
Substitution: An associate's degree can substitute for two (2) years of specialized experience; a bachelor’s degree can substitute for four (4) years of experience; a master’s degree in a related field can substitute for five (5) years of experience; and a doctorate in a related field can substitute for six (6) years of experience.
To be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 1 year of the traineeship.

Candidates from outside or within State Service can be considered for a competitive class appointment if they are reachable on a current Professional Career Opportunities (PCO) eligible list. Appointment from this eligible list would be as a Human Resources Specialist Trainee 1 and to be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 2-year traineeship.
OR
Candidates within State Service can be considered for a competitive class appointment if they are reachable on the Public Administration Traineeship Transition (PATT) eligible list. Appointment from this eligible list would be as a Human Resources Specialist Trainee 1 and to be advanced to the full performance level, Human Resources Specialist 1, you must successfully complete a 2-year traineeship.
OR
Candidates within State Service can be considered for a competitive class appointment if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

Salary range listed encompasses the hiring rate of a Human Resources Specialist Trainee 1 (SG-NS) through the job rate of a Human Resources Specialist 1 (SG-18).
Human Resources Specialist Trainee 1, NS=SG-14: $56,655
Human Resources Specialist Trainee 2, NS=SG-16: $63,180
Human Resources Specialist 1, SG-18: $67,119 - $83,286
This position is eligible for a Down State adjustment of $4,000.
