About the Opportunity
The Office of the Chief Information Officer (OCIO) is seeking up to two (2) Managers of Cyber Security to support the modernization, expansion, and continuity of cyber security functions across the Government of Newfoundland and Labrador (GNL).
These positions play a critical role in protecting government information, systems, and digital infrastructure in an evolving cyber threat landscape. Two positions are newly created to strengthen governance and engagement capabilities, while one position supports succession planning for cyber security operations due to an anticipated retirement within the next 12 months.

Position Streams

All positions report to the Director of Information Protection and Security.
Duties
As a Manager of Cyber Security, you will provide leadership and oversight to advance GNL’s cyber security posture. Duties include, but are not limited to:
- Leading the development, implementation, and continuous improvement of cyber security programs, policies, standards, and practices.
- Managing cyber security risks in alignment with government priorities, legislative requirements, and recognized best practices.
- Providing leadership to professional cyber security teams, including workload planning, coaching, and performance management.
- Collaborating with OCIO branches, government departments, and external partners to deliver secure and resilient digital services.
- Exercising sound judgement in a fast-paced environment where cyber security services are critical to front-line operations.
Stream-Specific Duties
Manager, Cyber Security Engagement
- Lead cyber security awareness, engagement, and outreach initiatives across government.
- Build and sustain networks of departmental cyber security contacts and champions.
- Coordinate education and communication activities to promote secure behaviors and shared responsibility.
- Monitor and evaluate engagement effectiveness and continuously improve outreach strategies.
Manager, Cyber Security Operations
- Provide leadership over day-to-day cyber security operations, including monitoring, threat detection, vulnerability management, and incident readiness.
- Lead incident response planning, escalation coordination, and post-incident improvement activities.
- Oversee critical cyber security platforms and services to ensure operational resilience.
- Provide leadership during cyber security incidents and high-risk operational events.
Screening Criteria
- Graduation from a recognized post-secondary institution in Computer Science, Information Technology, Cyber Security, or a related field, or an equivalent combination of education and experience.
- Significant, progressively responsible experience in cyber security, including leadership or management experience.
- Experience operating effectively in complex, multi-stakeholder environments.
Assets may include:
- Professional cyber security certifications (e.g., CISSP, CISM, CISA, GIAC, Security+).
- Experience in public sector, large enterprise, or regulated environments.
- Experience in governance, risk management, cyber operations, or cyber engagement functions.

- A recent and satisfactory Certificate of Conduct from local police.
Conditions of Acceptance
- Willingness to accept on-call duties (occasional).
- Willingness to work overtime (occasional).
