Job Description
The Director of Human Resources provides strategic leadership, operational oversight and hands-on engagement for the Human Resources department at Boys & Girls Club of Metro Queens. This role oversees all HR functions, including Talent Acquisition, Compliance, Payroll, Total Rewards (including Benefits and Compensation), Employee Relations, Policy Development, staff engagement, and organizational Learning and Development initiatives.
The Director of HR supervises the HR Generalist and the Talent & HR Compliance Coordinator and ensures that all HR operations align with the organization’s mission and culture, regulatory requirements, and long-term strategic goals. This position is responsible for planning, directing, and evaluating the overall HR strategy and departmental performance.
Responsibilities
HR Department Leadership & Oversight
- Provide strategic direction and leadership for all HR operations.
- Supervise and support the HR Generalist and Talent & HR Compliance Coordinator.
- Establish departmental goals, metrics, and performance standards.
- Ensure effective collaboration between HR, Finance, and Program leadership.
- Continuously assess and improve HR workflows and internal controls.
Strategic Human Resources Management
- Develop and implement long-term HR strategy aligned with organizational goals.
- Lead workforce planning, succession planning, and talent development initiatives.
- Advise executive leadership on organizational structure and staffing models.
- Monitor HR trends and industry benchmarks and best practices, and recommend policy or operational improvements.
Compliance & Risk Management
- Ensure organizational compliance with federal, state, and local employment laws.
- Oversee audit preparation and regulatory reporting requirements.
- Provide final review and approval of personnel policies and handbook updates.
- Lead and/or conduct internal investigations related to employee relations matters.
- Manage risk mitigation strategies and advise leadership on corrective action.
- Provide final review and approval of disciplinary actions, PIPs, and terminations.
- Oversee staff file compliance systems and regulatory clearance processes.
Payroll & Total Rewards Oversight
- Provide oversight of payroll administration in collaboration with Finance.
- Review payroll and benefits reports for accuracy and compliance.
- Serve as primary contact for HR vendors, including HRIS providers, benefits brokers, and payroll vendors.
- Maintain and improve HRIS functionality, efficiency, and vendor relationships.
- Working with the COO and Finance Department recommend a Total Rewards strategy, including competitive Compensation and Benefits practices.
- Review vendor contracts and ensure service quality and compliance.
- Collaborate with Finance and leadership on vendor negotiations and renewals.
- Ensure compliance with ACA, COBRA, ERISA, and related regulations.
- Review payroll and benefits reports for accuracy and compliance.
Employee Relations & Organizational Culture
- Lead complex employee relations matters and investigations.
- Promote a trauma-informed and psychologically safe workplace culture.
- Oversee monthly staff engagement initiatives and recognition programs.
- Maintain a culture of respect and employee engagement as a champion of Diversity, Equity, and Inclusion initiatives across the organization.
- Support leadership development and management training efforts.
Training & Professional Development
- Ensure compliance with mandatory training requirements.
- Support leadership coaching and professional development planning.
- Align trauma-informed practices with staff training initiatives.
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s degree preferred.
- 7+ years of progressive HR experience, including leadership or management experience.
- Strong knowledge of employment law, payroll, benefits administration, and HR compliance.
- Experience supervising HR staff and managing department operations.
- Strategic thinker with strong leadership and decision-making skills.
- High level of integrity, discretion, and confidentiality.
- SHRM-SCP, SPHR, or equivalent certification preferred.
