Chief Information Officer (CIO) – Transformation Lead
Our client is facing significant challenges in the areas of digital transformation, information management, data governance, public services, cybersecurity, and regulatory compliance (including GDPR, BIO, ENSIA, and NIS2). To address these challenges in a sustainable and structured way, the organisation is seeking a decisive and forward-thinking CIO who can define direction, introduce structure, align stakeholders, and deliver tangible results.
This role also acts as the founding lead for a future CIO office and serves as the strategic advisor to executive leadership and senior management.

Key Responsibilities
You will establish the framework for how the municipality approaches digitalisation, data, and AI in the coming years:
- Define and implement an integrated strategy for information management, data, and AI
- Strengthen governance structures and portfolio management, ensuring clear ownership and transparent decision-making
- Bring coherence and direction to ongoing initiatives and programmes
- Promote public value, transparency, and explainability in digital solutions
- Advise executive leadership on priorities, investments, risks, and societal impact
- Bridge the gap between policy, digital strategy, and operational execution
At the same time, you will build a sustainable organisational setup:
- Position strategic information management within business domains
- Collaborate closely with data teams to embed data-driven practices
- Ensure architecture principles guide decision-making
- Further develop portfolio management, including prioritisation and business case development

Stakeholders and Collaboration
You will operate at the highest administrative level within the organisation and report to the Director of Operations.
You will work closely with key roles within the CIO domain, including enterprise architecture, information governance, portfolio management, and cybersecurity. You will also lead the data and AI team, ensuring these capabilities are applied in practical and impactful ways.
In addition, you will collaborate with strategic information managers to translate organisational ambitions into domain-specific transformations. Close coordination with portfolio management and information services ensures that plans are effectively executed. You will also engage with supervisory and regulatory bodies.
