This position is assigned to the Employee Relations section and performs a full range of duties related to employee and labor relations. Responsibilities include, but are not limited to, works closely with the Department of the Corporation Counsel toward conflict resolution; provides guidance and recommendations to departments on disciplinary actions; assists in labor contract negotiations and the interpretation and application of labor contract provisions; and drafts settlement agreements, last chance agreements, supplemental agreements, Memoranda of Agreement (MOAs), Memoranda of Understanding (MOUs), and Letters of Understanding (LOUs).Performs the full range and variety of assignments pertinent to one or more of the major functional areas of human resources management; and performs other related duties as required.

Performs as a staff specialist in one or more of the major functional areas in the central human resources agency with independent responsibility for resolving very difficult human resources problems and handling assignments of a very complex nature; and performs other related duties as required.

Distinguishing Characteristics

This class differs from the Human Resources Specialist V in that the Human Resources Specialist IV performs as a staff specialist in the central human resources agency, working on the most complex and difficult assignments in one or more of the functional areas of the County's human resources program that generally impact on the management, operations and organization of the County's departments and agencies; whereas the Human Resources Specialist V is responsible to oversee the proper administration of human resources laws, rules and regulations, collective bargaining agreements, executive orders, and other policies and directives; meets and confers with union and departmental representatives on policy changes affecting employee relations; and performs as a staff specialist in a central personnel agency and regularly carries out the most difficult and complex assignments which could include the supervision of other human resources specialists.

This class differs from the Human Resources Specialist III in that the Human Resources Specialist IV performs as a staff specialist in the central human resources agency, working on the most complex and difficult assignments in one or more of the functional areas of the County's human resources program that generally impacts on the management, operations and organization of the County's departments and agencies; whereas the Human Resources Specialist III performs as a staff specialist, working on complex assignments in one or more of the functional areas of the County's human resources program.

Examples of Duties

Serves as subject matter specialist and conducts the most difficult and complex assignments in one or more of the functional areas of human resources management;
Conducts research, analysis and evaluation of human resources programs in the area of specialty and makes sound recommendations for improvements;
Develops meaningful statistics in support of findings and prepares comprehensive reports;
Assists lower level specialists in resolving problem cases and may serve as a team leader in projects of major scope;
Confers with operating officials and subject matter specialists and determines course of action, approach and methodology in problem solving;
Provides advice and staff assistance to operating officials and line supervisors and promotes understanding and acceptance of the central agency's human resources management program;
Evaluates the effectiveness of human resources programs in the departments and assists in developing and improving human resources practices;
Formulates and recommends directives concerning various aspects of human resources policies and provides administrative interpretations;
Evaluates human resources and labor-management programs and practices and recommends techniques and methods for improving their effectiveness;
Participates as a member of the County's labor-management team in negotiating one or more of the collective bargaining contracts;
Consults with legal staff on problems to ensure adherence to laws, rules, regulations and contracts;
Speaks before groups as it relates to the County's human resources management program.

Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in industrial relations, public or business administration, political science, psychology or a related field and three and one-half years of progressively responsible professional work experience in human resources management in such functional areas as classification and compensation, recruitment and examinations, labor management relations or other related areas, one year of which shall have been representative of work at the next lower level.

License Requirement: Possession of a motor vehicle operator's license valid in the State of Hawaii (equivalent to Hawaii Type 3).

Knowledge of: public human resources administration and industrial relations principles and practices, including recruitment, examinations, position classification, pay administration and negotiation techniques; merit system philosophy, laws, rules and regulations; various kinds of occupations and sources of occupational information; research and statistical methods and techniques; interviewing principles and techniques; governmental organization and functions.

Ability to: advise on, analyze and explain human resources management principles, laws, rules and regulations; conduct research and studies on human resources and labor management practices; evaluate human resources programs and practices and recommend techniques and methods for improving their effectiveness; prepare clear and concise written reports; participate effectively in collective bargaining negotiations; deal tactfully and effectively with other employees, operating officials, and the general public.
